Bohot jagah yeh common problem hai ki school ya college unpaid fees ke chakkar me transfer certificate, marksheet, migration jaise documents rok dete hain. Isse student ka future admission, job, higher studies sab ruk jata hai.
Courts generally yeh view lete hain ki academic records student ka right hain. Fee dispute ka resolution alag civil/legal process se ho sakta hai, lekin essential certificates ko indefinitely hold karke student ko punish karna disproportionate hai.
Institution undoubtedly fee claim kar sakta hai – legal notice, civil suit for recovery, etc. Lekin documents ko hostage banana ek tarah se coercive recovery technique ban jaata hai, jo many judicial precedents ne criticise kiya hai.
Agar aap is situation me ho, pehle written representation school management ko do, phir education department/board/university ke paas complaint karo. Extreme cases me writ petition bhi route hai, jaha court direct kar sakta hai ki certificates release karo, fees dispute ko separate case me handle karo.
Fee obligation apni jagah serious hai, lekin student ko life-long handicap dena solution nahi.
